The Department of Hawaiian Home Lands (DHHL) is gearing up to award more than 1,000 residential project leases on Maui later this year, signaling a substantial opportunity for Hawaii's real estate sector. This move is a direct outcome of a 2022 legislative appropriation, designed to expedite the allocation of homestead lots to beneficiaries of the Hawaiian Homes Commission Act, as reported by The Honolulu Star-Advertiser.

This initiative, known as the 'paper lease' program, provides a pathway for DHHL to offer project leases – a modern approach to undivided interest lease awards – addressing the long wait times many beneficiaries have experienced. The DHHL is on track to award more than 2,600 leases in 2025 overall, with significant awards planned for both West Oʻahu and West Hawaiʻi, as highlighted by DHHL.

For Hawaii's entrepreneurs and investors, these upcoming leases translate into tangible opportunities. Developers will be needed both to build homes and provide a wide variety of services. In March, a total of 665 project leases were awarded in West Oʻahu, further showcasing DHHL's commitment to its mission, according to Hawaii.gov.
